It's a simple and reasonable fix to reduce the tendency of proj snipers to just fling rocks down halls carelessly and constantly. In the current open beta damage reduction only applies to roll getups (AD getups I assume), friendly fire (thankfully), and force whores (all the time). Simple enough. All "gun" "projectiles" (which includes all blasters and guns and whatever, and even rockets) are 15% faster, in the open beta.
