Try installing net framework 3.5 instead. Compatibility for win 8, right click the launcher, go to properties, compatibility tab, check the box to run compatibility with win 8. Did running as admin do anything?

What version of net framework are you using? Have you also tried setting both the launcher and openjk in compatibility for win8? Also running launcher as administrator?
