Technical Issue Are the ragdoll physics enabled?

Does anyone know if the ragdoll physics are removed or are not enabled by default? I can see in this video here at exactly 2:06 that they are fully working. Were they removed at some point or what? Because its all pure animations for me.

It happens in spec, when you switch the camera to someone who is dying, or when you spec someone who is dying. I don't remember exactly which models were in question when it was crashing, but I think it's model-unrelated, since it happened on many models, and it doesn't happen always on one model.
