If you can manage to do all of that, you have to enable cheats. set an rconpassword in the server config then in game type in console "/rcon rconpassword {password}" without quotes or brackets. Then "/rcon devmap {mapname}" to be able to spawn in npcs.

Lol in the times before launcher the fix was make sure you have mb assets in the base folder. idunno man, try repairing through the launcher, sounds like corruption.
