More RCon commands for SMOD

Being able to control the SMOD system through RCon can offer a more range of possibilities in the developing of moderation scripts.
Some commands such as, but not limited to: smsay, cannot be used through RCon. If by example, this was accessible, information about automated actions can be informed privately to the admins currently online. (Such as warnings about VPN connections, if the server runs such a script).
