Make sure you have "AMD's Gaming Evolved Raptr App" and "Razor Game Booster" turned off.
[SOLVED] - "AMD's Gaming Evolved Raptr App" cause for the error "VM_Create on UI failed" with JAMP and Steam
Technical Issue - Please Help
Also, try closing any third-party software (especially game recording apps and antivirus) before starting game.
Keep only MBII and Launcher, nothing else.

Right-click on "Jedi Academy"=> Properties => Security => give yourself all possible permissions, including all subfolders.
Delete file "uix86.dll" from these folders:
  • "Jedi Academy\GameData"
  • "Jedi Academy\GameData\base"
  • "Jedi Academy\GameData\MBII"
Start MBII Launcher, change engine to jamp, click Play
What happens now? Did file uix86.dll have appeared in "Jedi Academy\GameData\MBII"?

If that won't help,
MBII Launcher => Settings => Engine => MBII Client => Play.
