Have you tried starting it as administrator?

Make sure you downloaded the newest version of MB2 Launcher from Download
A new MB2 build was just released, not sure if launcher was updated, but it may have been.

Make sure you have current version of .NET Framework 3.5 installed.

Are there any specific error messages or codes at any point, or you just receive the standard Windows message about the program stopping to respond?

I just get the Standard Windows message that says "Movie Battles II launcher stopped working". My .NET Framework is 4 and yes I re-downloaded the launcher, reinstalled JA and ran it as Administrator. It seems that there's something wrong with my PC.
However, soon I'll be back homo and I can try to download again the launcher. I'll let you know.
