I believe there is a .bat in the zip that will launch it for you. Or if you have the Steam version, put (+set fs_game "MBII") without parenthesis in the launch options

I'm not sure about changing cvars. But the command is something like /rconpassword {password}. Just do /rcon in game and it should tell you how to log in. I only used it for changing to devmap to allow cheats :D

I think base does, not sure about the mod. I wouldn't recommend it though. (Although for base, you have to manually change the controls to your joystick buttons)
