Does it crash like the game stopps responding? Or it drops to the main menu? Or it drops to the small console with fatal error?

The game let's you override everything. It's simple: everything gets loaded in alphabetical order, so the best way to replace something is to create a .pk3 file named like zzzzmyreplacement, with the folder structure as the original file has.
Try it out.
I just checked the file. It's fine, and the error that you get can only appear if the file is corrupted.
Try to repair your JA on Steam and MBII with the launcher or just reinstall it.
Another guess is that you have such a file in some other mod, and it fails to load that broken file from that...
As a quick fix try to repair or something your MBII through the launcher. The file mays be corrupted.
I will check the file and the issue closer later, but if the repair foes well, then ok.
