Why is saber throw disabled on single-bladed staff?

When you choose Staff + Yellow, that Yellow doesn't have saber throw, it's basically like a worse yellow. Saber throw on Staff Yellow (single bladed staff) would be really useful as staff itself doesn't have one, so choosing Staff Yellow would put Staff on the same footing as every other style in that regard. I feel really handicapped not being able to use saber throw on Staff, not even in its single form.

You make me wonder why we also can't turn saber on directly on yellow when we have yellow/white stance. Can be useful if you have a small hilt to fake your main style in a duel.

This is something I have on the list for looking into. It's finicky stuff though.

But does the Staff Yellow have any different properties than Yellow, or is it just a change of skin?
