i have no clue how to go about getting that into that folder, i can run MBII through steam but when i try and enter a match it just says, run the game through the launcher and keep it running, but i cant run the game through the launcher because it keeps telling me i need to have the game in the steam installation folder which ive tried to put it in, in various location to no avail

Where exactly MBIILauncher.exe is?
Copy-paste full path.

Try switching to MBII Client:
MBII Launcher => Settings => uncheck "Steam integration" (skip if there's no such checkbox) => Engine => MBII Client => Play.

D:\Steam\SteamLibrary\steamapps\common\Jedi Academy\GameData\
This is not default Steam folder.
Try moving Jedi Academy to default Steam folder, it usually look like this:
C:\Program Files (x86)\Steam\steamapps\common\Jedi Academy
also whenever i click on MBII it just brings up the normal jedi academy
What do you mean, "click on MBII"? You click what, exactly? Launcher? Some .exe file?

As I said, try perform exactly these steps, exactly as it's written:
MBII Launcher => Settings => uncheck "Steam integration" (skip if there's no such checkbox) => Engine => MBII Client => Play.
