Not a bug There is bug that allows Force users use force on gunner without needing to focus them

force focus is a mechanic on other force users - to overcome Force Block

gunners (excluding some unique ones such as wook or sbd) are affected by any force powers and can counter them with walk or crouch (for example to avoid being pushed)
