This was in singleplayer, there it only changes when you switch from playing to spectating, but it can happen when playing on a server too. One round the map would be like "Before" and the next round it can change to "After". There was even a video on Youtube stating that, but I can't find it right now.

It isn't an anomaly. The map contracts itself when there are less players. Less room for time wasting or just likeliness to find another person while walking around.
