Unsure if this is related to everyone scrambing to set their points to get in before the timer starts, but this has been an issue for a while. On occasion clients just get locked out of getting in entirely and have to either recon or of they are wise, switch from imps to rebs / rebs to imps.
On the same topic of smod commands, I think a couple smod commands other than smod maprestart could be useful:
smod roundreset - clears the scoreboard and everyone's scores, but does not require a full restart. This makes it a lot easier to 'go live' for a scrim and not need a scorekeeper.
smod teamswap - same as rcon g_teamswap, just available for smod admins.
