Hosting Server Server.cfg

Greetings, I have been attempting to host a server by following this guide: Hosting Server: Windows
When I run the server.bat, it says the server.cfg could not be located. I can only assume this is due to LoU not specifying where I should create the cfg file.

Where should server.cfg be placed, and how do I fix this problem? Thank you.

It should be placed in MBII folder, GameData/MBII.
