No, in context of the OP the banning itself isn't taking away much dev-time, that would only take 5 mins a week.
The problem is devs feel the need/pressure to explain themselves or even argue about the banning, because weak parts of the community suffer from an irrational fear for regulation and/or censorship. These people need to be treated with care.
Now this doesn't sound too bad at first, but I went in deep and did the math. I came to the conclusion that this is a form of socialism, maybe even communism. Who can tell the difference these days... using dev-time for communism is absolutely horrifying.

But there is still hope. Inside sources have told me, that devs only do this during their free time and not during the paid dev-time, so it's not yet full-time communism.

I think an update will come out soon.

Don't have a release date. Our internal release date for the next patch was 2 weeks ago. We missed that date. It isn't ready and we don't know when it will be ready. Hopefully soon.

You told everyone but me. Banned me in a fit of childish rage without a warning, because of a misunderstanding, and then a couple of other 'devs' supported you by sending me warning PMs. I don't much like being treated like this or talked down to and I don't mind being cordial, but don't expect me to prostrate before any of you because you're far from worthy of any of my respect and the teams conduct so far has been rather reprehensible and weasel-like.

In any case, I'd like to put this childishness behind me, so you guys stop behaving like such absolute nutcases and focus on something else like fixing the game or making maps or whatever it is that you do in the secret dev enclave.

As for the release date, as Mace said we missed our internal target - mostly because there are some features that are massive in terms of man hours to build.
