I know there's already allah akbar mod for mandalorian throwing rocket launcher, but could any of You create for me replacement that makes charge voice chat sound like "leeeeeeeeeeroy jeeeeeeeeeeeeenkins" please? :> Im sure it'll be popular one.

There you go friend, just copy that into your MBII directory to replace the other MBAssets.pk3, and your charge sound will now be LEEEEEEEEEEEEEEEEEEEROY JAAAAAAAAAAAAAAAAAAAAAAANKINS

That replacement could've been done without having to replace the assets itself.
Make a .pk3 with the file in an identical directory and name it zzzz_whatever and put it in the folder. Works and you can revert it without a clean install.
