I dont get the power management for droideka

For some odd reason it has never worked for me. Does it not function in open mode? I and if not, then why is it an option? I dont get it.

Hold secondary fire (right click by default)) to use it. Use weapon mode to toggle between ammo > shield (default) and shield > ammo.

If you look at the right hud's icon you can see the current animation is kinda sorta showing ammo shrinking for shields, indicating the PM mode.
