Fix Kylo's Cape

Kylo Ren's cape on the Full Authentic Gamemode for Starkiller Base is Broken, This needs to be fixed asap.

Bug fixes are not the highest priority however as far as I know, this should be easily resolved and will probably be added to the bugs to fix pile

Someone missed adding

torso_cape_tlj,*off
hips_tlj,*off

to the SKB skin file when the mesh was updated. All others were updated. He shouldn't have a cape at all. Fixed for next release.
