Fixed Don't work cloak (maybe another siege_item) if saber is off.

Items now work before press "reload weapon" key with weapon_saber. (blade on/off)
But if you select next weapon and go back to the weapon_saber, "use item" key don't work.

Just drawing attention to problem. wants more comfortable gameplay in FA.
Did you have something to add or are you just bumping this minor issue to try and get it resolved faster?
