I've been wanting to get the H.B pack, but since both of them edit the default characters and not only add ones, will it cause problems if i have both of them installed?
Does the H.B Pack conflict with the Peneke pack?

No, they don't. They have some overlappings but overall fit together.
Default characters are modified only where is RGB support added and/or when there's a preferred alternative for a specific character - this goes for both addon packs.
