Don't focus simply on draining FP. HP is the resource that does not regenerate.
Bait out pushes and swings, shoot through defenses. Use grenades, blobs, flamethrowers, slaps, kicks and your guile to lower defenses and shoot through them.
You will find that once you shoot through these defenses, you will have dealt both significant HP and FP damage. Attacking jedi/sith tend to run for a split second, this means 18 FP lost from one shot of E11 multiplied by whatever insane number we're currently at for getting shot through your defense. So probably around 22-30ish FP lost just by getting shot once. Imagine landing two shots. You're shooting a dead jedi by that point.
1.4 drains seem pretty good. Jedi don't die in a split second just because there's more than one person shooting at them like they did for like 5 years.
The emphasis on block being strong for defense has made a very nice dynamic where running Jedi/Sith are given only a brief time window to make an impact before they're as good as dead. This gives the class two distinct playstyles where as in the past it was only one playstyle that revolved around running and hoping you survive.
Especially with the recent push/pull/lightning/grip nerfs, it's become even easier to kill jedi/sith. Baiting a push or a pull has never been this rewarding.
The recent nerf was a move in the right direction, where you are rewarding gunners for making big plays.
