Binding commands?

I see some people usually using from time to time a scream know has the "charge".
I asked how they could do it, and apparently it is something you have to bind... But not on the config.

Could someone explain to me?

to bind voice commands either type the following in your .cfg file or in console:

/bind "key" "command"

It does not work.
/bind "<" "bns_chrg" , I press enter and then try it... It give me "unknow cmd add"

"add"? Are you sure? Should be "btn_chrg".
