[SOLVED] Alt tabbing brings the game up again, certain functions disabled?

Whenever i try to alt tab, the desktop shows but the game is still in the background. I've tried everything in my power to try and stop this but it seems like setting the game to windowed mode might work. Also it seems like certain chat functions are disabled for me. For starters, i can't find "charge" in any of the boxes. Other players use it just fine and tell me to bind a key. But there isn't an option for it.

Use the minimize function that comes with the launcher.

"charge" voice command is not in the menu. You have to bind it with a console command that I don't know.
I'm not even sure why it's still in the game to be honest.
