Well actually we were discussing for a long time if we should give the server hosts full control of a time range. Make it be completely dependent on the server cvar, not code. I think it'd be a nice addition.

The hats can be disabled/enabled from client. Setup -> Visuals -> Seasonal Hats: Off

This problem isn't related to clients, it's servers, nothing you can do but wait for the team to release the fix :(

I remember some stuff like that but it's VERY rare... I can look in the code but no idea.

He obviously meant that he can't see any servers in-game and it isn't related to server hosting. The issue should be gone for now.
