Yeah, we can assume there's nothing wrong with your firewall and ISP. So my guess is that you (or your ISP) are banned by admins of mb2 or by its hoster by some reason. We need somebody who actually configuring servers over here.

Check your firewall, if any. Maybe it blocks launcher. Launcher > Settings > -Change JAMP to MBII Client.
