Yep, it looks like router is a problem. Or computer itself. If it is possible, unplug cable from a router and plug it directly to your network card, run tests again. Try using other router, or test your router somewhere else (friends?). Also you could try hardware reset router.

Does this happen when you're playing base JA and other multiplayer games? You should try using different ISP and different network hardware. Also you could install second copy of Windows, install only necessary drivers and try running mb2.
