US official open and AOD pandemonium servers are usually stacked too except admins prefer not to use the shuffle command
I was going to say that AOD doesn't consider skill stack to be real and think its perfectly okay for games to go 18-2. The only time team balance takes place is when teams are straight up missing players, by 3 to 4 people.
On servers that are just dotf 24/7, its not a big deal at all.
The map doesn't change and I just consider it to be a team deathmatch.
I mean there is no winning on those servers
But on rotations I consider it a real problem. Because winning actually means something.
