Technical Issue Trouble setting up RTV

It just keeps saying 'searching configuration file for errors' and nothing happens.

Upload config rtv, config server, screenshot of console with error, information about your OS, information about your folder structure (where did you place server and rtv?).

RTV Config:
*** Configuration file for RTV/RTM. *** *** All field names are case-insensitiv - Pastebin.com
Server CFG:
// Movie Battles II // Sample Server Config // Server Config: seta sv_host - Pastebin.com

OS Details:
Windows Server 2012 64bit

Followed these instructions:
1) Download http://rtvrtm.gatetogames.net/loader.exe or http://www.chrissnoeren.nl/mxtemp/loader.exe
2) Upload loader.exe to the same folder storing jampDed.exe.
3) Rename jampDed.exe to jampDedS.exe.
4) Rename loader.exe to jampDed.exe.
5) Upload rtvrtm.exe and rtvrtm.cfg to the same folder containing both jampDed.exe and jampDedS.exe.
6) Configure rtvrtm.cfg.
7) Start your server.

Log: mbii\games.log
Default game: 0
RTM: 7
Make sure server actually opened port 29071. Client opens port too, if port already in use server will open port + 1. There will be a message in the console.
Configure your firewall or just disable it. Remember, Windows has built-in firewall, configure/disable it too.

I've tried this, doesn't work.

The port is definitely open and free, as you can see in the screenshot:

Opening IP socket: localhost:29071

I have set RTM to 7, the reason it was set to 0 is because I don't want it but still nothing. Stuck at 'checking options for errors'.
