Suggested changes to FA features/powers

Force Destruction:

Currently a near instant cast rechargeable rocket that is extremely difficult to balance.
Suggestion: Add a cast delay where the users hand glows and then the projectile is fired, essentially operating on the same principle as normal mando and arc rockets.

Concussion Rifle:

Also an extremely difficult to balance weapon, would like to add it to more FAs for much the same reason as destruction except for lower damage but being more spammable. It is worth noting that in stuff like legends you often find it easier to create a simulated concussion rifle with WP_Bowcasterflags, for example.

The current default concussion rifle impact effect has an implosion followed by an explosion. Consider having it so that when the shot hits a non-player target [wall/floor] the concussive blast is delayed by about 1-2 seconds along the same lines as the aforementioned impact effect. (Like with the m5 launcher and pulse grenades ) If someone is trying to damage another player with a concussion rifle by aiming at nearby surfaces this gives players the ability to counter by giving them a narrow window to avoid the impact zones. Direct hits can be rewarded by making them trigger the knockback and damage immediately.

Empower:

Difficult to balance due to the sensitivity of the powers effectiveness to force pool/regen rate, allied player forcepool, and the ability of the power to 'stack'

Alternatives include instead affected allies a temporary status buff which increases max force pool and/or force pool regeneration rate. Cannot have multiple status effects on top of eachother.

Team Heal:

Similar issues with empower but also the fact that the healer can be in another room or behind cover and spam heals.

Alternatives include:

1. Power activation gives temporary, non-stackable regeneration status to affected ally, which can improve survivability of classes but can't as easily make them immortal. Meditation can increase regeneration rate. A larger force pool doesn't scale healing as heavily in this instance.
2. Heal effect is 'Casted' at players with a certain range like mindtrick and blind. The healing still scales but the jedi can't heal without putting themselves in danger.
