Rework MB_ATT_FLIPKICK again

At the moment, the three levels are based on chance of knockdown (30/60/90). After testing this after a while, it would seem it's not persistent enough to balance Legends/FA classes around.

If would be more "balanced" if it was based on say this:
Level 1: Can only knockdown players who are running
Level 2: Can also knockdown players who are standing, walking, or are crouched
Level 3: Can also knockdown players who are blocking with a Lightsaber equipped

Alternatively, if possible to add a fourth level:
Level 1: Can only knockdown players who are running
Level 2: Can now knockdown players who are standing still
Level 3: Can now also knockdown players who are crouched or walking
Level 4: Can now also knockdown players who are blocking with a Lightsaber equipped

This would offer the possibility to further balance classes around this ability, meanwhile not sacrificing the core aspect of the ability
