Awaiting feedback g_spectateTeamOnly not always enforced.

I've been noticing lately that when g_spectateTeamOnly is set to 1, about every other match it lets me spectate both teams, but the other times it locks me to just my team as expected.

This has kind of not worked properly for a very long time. Always a few ways to escape it and freely spectate either team.

one way i know of to always escape it is to spectate a teammate that just died until the "body" disappears, works every-time
