Launcher Can't Open the Launcher

When I try to open MBII launcher a box appears and says ''Application is already running...''
Please help me

Look in system tray. Look closely, maybe you already running Launcher, so it put icon to the tray.
If you still can't find it, than you have to download and install .Net Framework 3.5.
Download Microsoft .NET Framework 3.5 Service Pack 1 from Official Microsoft Download Center

You should not only download it, but install too. You have to download and install .NET 3.5, not 2.0 or 4.0.
Start => Control Panel => Programs => Programs and Features, make sure you do have .NET Framework 3.5 in the list.

If you've already installed it, then look at system tray.
