Previously, there were no TK points and there was damage on team. How to get it back?

Hello, i have created today a new server called ROLEPLAY SERVER. I think everything works perfectly but it seems like no one is joining it. I can join it because it is in the server list but i wanted to know if anybody can join it ? Thank you !
