I know all of the taunt buttons, but there are taunts I don't know how to do, such as Palpatine's: "Unlimited, Powaaaah!!" I've asked other players on the servers, but they haven't been much help.

Taunts are random, you can't control what your character will say, but there is also gloat and flourish. Taunt, flourish and gloat together are referred to as taunts. For some models, taunt, flourish and gloat will give different quotes. "Unlimited Powaaah" is done by gloat. (all taunts can be bound in controls/other)
EDIT: oh wait you say you know all of the taunt buttons, then probably you're using the wrong palpatine model. There's two. You need the one with the puffy monster face.
