Random connection hitching at match start up

I've been having this problem ever since i downloaded the game. If i don't look at the server info and look at the current players my game wont load the server at all. Occasionally while the next map goes into the countdown it'll hang at 1 and just blink connection interrupted (i get ~50-60 ping at all times). i generally wait between 60 seconds when it happens and if it doesn't load after that i /reconnect (sometimes it hitches there sometimes it doesn't)

using the steam version
windows 10
cpu amd fx-8350 4ghz 8 core (not overclocked)
gpu evga 650 ti boost 2gig
16 gb of ram
also using launcher vs steam doesn't change it at all.
