Technical Issue Launcher slows internet

I have tried installing and re-installing this mod. But always, at some point, the download will slow to about .5 mbps and wont seem to progress. Now, that's not the actual speed. I did a speed test and i was getting a solid 80-90 mbps. Any ideas?
