Rename "jampconfig.cfg" to "jampconfig.cfg.old". Start the game and see if the issue persists.

I can't tell as I'm not at my place right now. The surface pattern of this table here feels wonky. I noticed that Windows pushed a Synaptics mouse/touchpad driver before updating to 1703. It may have been the culprit. No Comodo products. I will report back with the results when I get back home.

So, for future reference, "Application" option is an equivalent to "Disable display scaling on high DPI settings".
