How can I report?

Since I've started to play, I've encountered some... Players. The last one is R.I.P., in the FUN server. Managed to kill his predator, started calling me a noob continusly like a crybaby. It mostly made me laught, but seriously, how is that kind of guy allowed in such a small comunity?

It does not work. /bind "<" "bns_chrg" , I press enter and then try it... It give me "unknow cmd add"

So I only need to do it once and it will be binded forever?

I see some people usually using from time to time a scream know has the "charge". I asked how they could do it, and apparently it is something you have to bind... But not on the config. Could someone explain to me?

I've managed to install and make it work... Problem is.... Each time I'm trying to get on a server. It tell me "Your Rate is too low (4000). Minimum: 20000" Any idea?
